About the project
The International Triennale of the contemporary graphic arts is one of the most striking and largescale creative projects of the Novosibirsk State Art Museum that has been carried out since 1999. The purpose of the Novosibirsk Triennale is to make the local art life open and full. Another purpose is to make Siberian audience familiar with the most modern trends in the graphic arts of the different cultures. Besides, the Triennale is aimed at the fruitful and professional communication between artists and art critics.
The Novosibirsk Triennale is based on the free competition and curatorial projects prepared by competent Russian and foreign experts. The pieces of art presented on the competition are estimated by the independent international jury according to three nominations:
- original graphics;
- traditional graphics;
- new technologies.
In different years the Triennale demonstrated the artworks by the leading artists from many regions of Russia, of the neighbouring countries and of other ones, including Germany, the UK, France, Belgium, Sweden, Finland, Italy, Hungary, Poland, Israel; Korea, China, Japan; Australia, Tasmania; the states of North and South America. The unique geographic latitude of the project and the variety of curatorial views on the main trends in the relevant graphic arts determines the Novosibirsk Triennale as being one of the most significant forums of the modern art.

I. GENERAL INFORMATION

1.1. The III Novosibirsk International Triennial of Contemporary Graphic Art (hereinafter referred to as the "Triennial") is an international exhibition of graphic art, held every three years with the aim of expanding and developing the artistic life of the region, providing its residents with the opportunity to get acquainted with the best examples and trends of contemporary graphic art, development and strengthening international and interregional cultural ties.

1.2. The Triennial involves conducting a free competition, inviting curators of art projects from different countries and regions of Russia, participation of an independent international jury, publishing a catalog, holding a round table, master classes for artists and fine art experts.

1.3. The Triennial is held at the exhibition halls of the Novosibirsk State Art Museum. When necessary, other exhibition sites of the city may be involved.

1.4. Professional graphic artists can participate in the Triennial without any restrictions by country, age, and so on.

П. ORGANIZERS OF THE PROJECT.

ORGANIZING COMMITTEE. WORKING GROUP. COORDINATORS. ARTS COUNCIL

2.1. The organizers of the project are the Ministry of Culture of Novosibirsk Region and the Novosibirsk State Art Museum (hereinafter referred to as the "NSAM").

2.2. In order to prepare and conduct the Triennial, an Organizing Committee shall be created, consisting of:

- the Minister of Culture of Novosibirsk Region;

- the Director of the NSAM;

- the Deputy Director of the NSAM for core activities and development;

- the Deputy Director of the NSAM for public relations;

- the Head of the Exposition and Exhibition Department of the NSAM;

- the Chairman of Novosibirsk regional branch of the All-Russian Creative Public Organization "Union of Russian Artists".

2.3. The Organizing Committee shall:

- coordinate the preparation and conduct of the Triennial;

- approve the program, conditions, and terms of the Triennial;

- approve the general cost estimates of the Triennial;

- approve the number and amount of prizes for the laureates of the Triennial.

2.4. In order to operatively manage the preparation of the Triennial, a Working Group shall be created, consisting of:

- the Director of the NSAM;

- the Deputy Director of the NSAM for general issues;

- the Deputy Director of the NSAM for core activities and development;

- the Deputy Director of the NSAM for public relations;

- the Chief Conservator of the NSAM;

- the Scientific Secretary of the NSAM;

- the Chief Accountant of the NSAM;

- the Head of the Exposition and Exhibition Department of the NSAM;

- the Head of the Marketing and Development Department of the NSAM;

- the Head of the Accounting Department of the NSAM;

- the Leading Legal Adviser of the NSAM;

- two coordinators of the Triennial.

The Working group shall:

- carry out operational preparation and conduct of the Triennial;

- appoint two coordinators of the Triennial;

- determine the number of curators of the Triennial;

- approve the composition of the Arts Council, the competition jury of the Triennial;

- approve the procedures and regulations of the Arts Council and the jury of the Triennial;

- maintain business correspondence with participants, curators, and the jury of the Triennial;

- be engaged in attracting sponsorship funds;

- be engaged in recruiting volunteers;

- organize PR and advertising campaign of the Triennial;

- organize the archiving of the materials of the Triennial in paper and electronic forms in order to prepare the publication of the catalog;

- organize the acceptance of pieces of art for storage with material liability;

- organize the registration of acceptance certificates for the storage with material liability at least once a month;

- organize the collection of photo evidence of packages with the pieces of art received for participation in the Triennial;

- report to the Organizing Committee and sponsors of the Triennial;

- report to the participants of the Triennial;

- provide assistance to authors (communicate the address, phone number) in case a third party is interested in acquiring a piece of art from the Triennial.

The Working Group is headed by the Director of the NSAM, who shall:

- carry out the general operational management of the Triennial project;

- be the co-chairman of the Arts Council of the Triennial.

2.5. The Coordinators of the Triennial shall perform the artistic supervision of the Triennial, namely:

- form the artistic concept and artistic project of the Triennial;

- invite curators of the main sections; agree on the volume and timing of their work;

- prepare a contract with the curators according to the established model;

- announce an open competition for the best design project of the Triennial catalog among designers;

- carry out the compilation and preparation of the catalog for printing;

- determine the general exposition solution;

- are co-chairmen of the Arts Council of the Triennial;

- report to the Organizing Committee on the results of the work of the Triennial.

2.6. The selection of works for the open competition shall be performed by the Arts Council of the Triennial, consisting of fine arts experts, curators of independent galleries, and leading artists.

The composition of the Arts Council of the Triennial shall be determined by 30 April 2021 and approved by order of the Director of the NSAM. The selection results shall be published on the official website of the Triennial.

2.7. In order to evaluate the competition entries, an International Jury shall be created, which consists of fine arts experts and artists specially invited to the Triennial.

The Organizing Committee delegates one representative to work in the jury. If curators of art projects presented at the Triennial are included in the jury, they shall not be entitled to vote for entries from their own project.

Ш. TRIENNIAL PREPARATION

3.1. The Triennial website shall be created by 31 December 2020.

3.2. From 1 December 2020 to 31 May 2021, mailing and electronic mailing of invitations to participate in a free competition, determining the composition of the exposition, and collecting works by curators shall be performed;

Works in digital format shall be accepted for the free competition until 1 June 2021.

Digital images of works for curatorial projects shall be accepted until 15 June 2021.

3.3. From 1 June to 30 June 2021, preparation of materials for the catalog layout shall be performed. Materials for the catalog layout shall be transferred to the designer by 1 July 2021.

3.4. Delivery of curatorial projects and works participating in the free competition shall be made until 1 August 2021.

3.5. From 1 August to 1 September 2021, the catalog shall be published.

3.6. From 1 August to 15 September 2021, registration of works, installation of the exposition at the NSAM, meeting and accommodation of the guests of the Triennial shall be performed.

3.7. Triennial opening will take place on 16 September 2021; from 16 to 17 September 2021, summing up the results of the competition, presenting projects, solemn announcement of the winners, holding a round table, cultural program of the Triennial shall be performed.

3.8. The exposition of the Triennial shall be open from 16 September to 14 November 2021.

3.9. In October - December 2021, summing up the results of the Triennial as a whole will take place, as well as preparation of informative and financial reports to the Organizing Committee and sponsors.

3.10. In November 2021 - December 2022, works and catalogs shall be sent to the participants of the Triennial.

IV. TRIENNIAL STRUCTURE

4.1. The Triennial consists of curatorial projects formed according to national or regional principles and a free competition.

4.2. Graphic works accepted and exhibited at the Triennial shall be evaluated by a specially invited independent international jury in the following nominations:

- original graphic art: pencil, watercolor, gouache, pastel, ink, charcoal, tempera on paper, acrylic on paper and others;

- traditional technologies of printed graphics: copperplate print, etching, dry-point, mezzotint, aquatint, dotted line, woodblock print, linocut, lithography, and others;

- new technologies of printed graphics: digital printing, author's techniques, and others.

4.3. Within the framework of the Triennial, outside the main competition, a presentation of a new nomination shall be held – media art (art produced using a combination of cinema, video and a computer, formally realized in the form of a narrative, documentary and experimental cinema, video and digital product, as well as an installation using new media).

V. CONDITIONS OF PARTICIPATION IN THE TRIENNIAL

5.1. Graphic works accepted for the participation in the Triennial shall be the ones completed in the last three years (2019-2021) and selected by curators in their countries or regions, as well as the ones sent to a free competition and selected for participation by the Arts Council of the Triennial.

5.2. The selection of works at the Triennial shall be carried out in two stages:

Stage 1:

until 1 June 2021, files must be submitted to the address of the Organizing Committee of the Triennial through the registration form on the official website of the Triennial in the following form: files posted on cloud services (Google Drive or Yandex.Disk) with images of works in digital form (T1FF 300 dpi, CMYK, 18 cm on the larger side); there must be no foreign objects in the printable field of the image. The files must be accompanied by the following: creative biography of the author and description of works (title, year of creation, medium, technique, size), return address of the author, phone/fax, E-mail.

Titles of the works must match the file names.

The number of images submitted for the first stage should not exceed six pieces. Diptychs, triptychs in this case will be considered as two or three works.

Works that do not meet the above requirements shall not be accepted for consideration.

Participants who are not registered on the official website of the Triennial and who have not provided images of their works shall not be allowed to participate in the competition.

All materials sent at the Stage 1 will not be returned.

The selection of works for the Triennial shall be carried out by the Arts Council of the Triennial. No more than three works will be selected for the exhibition out of the submitted six.

Authors, whose works will pass the competitive selection, must receive personal invitations to participate in the Triennial (reason: the decision of the Art Council).

The full list of participants will be published on the official website of the Triennial.

Stage 2:

Curators and authors who have entered into an agreement and received official invitations to participate in the Triennial must, before 30 June 2021, at their own expense, send their works to the organizers of the Triennial and transfer a monetary contribution in the amount of 2250.00 rubles for citizens of the Russian Federation and representatives of the CIS countries or 25 euros for other foreign participants.

Note: the payment shall be made through the Yandex payment system using hyperlinks sent to the curators and authors, bank checks shall not be accepted.

The II Triennial laureates participate in the III Triennial 2021 without a monetary contribution.

The details for payment of the participant's fee will be indicated in the contracts and personal invitations and published on the Triennial website.

The pieces of art shall be sent unframed. On the back of each piece, there must be the author's name, full title, year of creation, medium, technique, dimensions in accordance with the completed form in Russian or English. A sample of filling out the form is posted on the official website of the Triennial.

Small-sized works (up to 60x40 cm) shall be sent in a flat rigid envelope, larger works – in a tube.

The organizers of the Triennial are not responsible for damage to a piece of art during transportation.

5.3. One artist cannot be represented by more than three works in the exhibition and one work in the catalog.

5.4. If the Triennial is not held, the contributions of the participants shall be refundable.

5.5. In special cases, the Triennial Working Group may make a decision on amending conditions of participation in the Triennial.

5.6. The return of works will be carried out by the Triennial Working Group in 2021 – 2022.

5.7. A participant has the right to donate his/her works to the NSAM fund. The museum has the right to accept the donated works and enroll them in the fund on the basis of the decision of the Expert-Fund-Purchasing Commission of the museum or to transfer them to one of the museums of the Russian Federation.

5.8. Works awarded with the Grand Prix and prizes of the Triennial shall be transferred to the collection of the NSAM at the request of the authors.

5.9. Each participant of the Triennial will receive a catalog (free of charge).

5.10. If necessary, curators, who have concluded an agreement and received an invitation to participate in the Triennial, shall receive an ordinary humanitarian visa.

VI. AWARDING OF THE TRIENNIAL WINNERS

6.1. The winners in three nominations of the Triennial will be awarded prizes and three equivalent prizes; each prize is 50,000.00 rubles, Grand Prix of the Triennial is 100,000.00 rubles.

6.2. Separate awarding with honorary diplomas "For the originality of artistic design", "For plastic expression", "Audience Choice Award" is envisaged.

VII. TRIENNIAL BUDGET

7.1. The budget shall be formed from the following sources:

- contributions from participants;

- sponsor funds;

- funds of NSAM;

- funds from the regional budget.

7.2. The budget shall be spent on the organization and conduct of the Triennial:

- payment of travel costs, accommodation of curators and jury members of the Triennial;

- payment for curatorial projects under contracts;

- payment for the work of the jury under contracts;

- publication of the printed materials of the Triennial: posters, programs, invitations, inserts, banners, the catalog of the Triennial;

- payment for the design project of the printed products of the Triennial under the contract;

- representation expenses;

- purchase of consumables for organizing the event;

- payment of transportation costs;

- payment for the manufacture of the Triennial prizes;

- payment for the purchase of the Triennial prizes;

- payment of prizes to the laureates of the Triennial and the Grand Prix of the Triennial.

- payment for the shipment of the works of the participants of the Triennial. 5.1. The Triennial Art Council has completed the selection of works for participation in the open competition. Please note that no more than three works out of six presented have been selected for the exhibition. The authors who have passed the competitive examination will receive personal invitations to participate in the Triennial and a link to pay a financial contribution.
